my guess would be it regulates the fuel intake by reading the exhaust fumes but I don't no

u'r right. It tests the amount of unburned fuel in the exhaust and if there's too much it lowers the fuel that's delivered.

they fail, and quite often too

They also send signals to the ecu which will constantly fluctuate the A/F ratio from lean, to stoich., to rich, and back again.
