89 probe gt turbo

Im new to trying to upgrade my turbo, and I just was not too sure if the stock turbo wastegate is electronically controlled or vaccume controlled ? Based off of taking it off I want to think it is electronically controlled, and if so, can it be converted to vaccume controlled ? Please let me know what you guys think. I have read other threads but the terminology used is to advanced lol thank you

they are control by vaccum with an electronic valve.
