It is the headlight motors. Brushes are worn out. You can either rebuild them as a few have done -or find replacement motors.

Check the retra relay for any corrosion. If it is both sides at the same time it sounds like more of a possible electrical issue. I'm not sure if there is anything in the interior fuse box related to them but I have had some corrosion on a few fuses in the past. I know the wiring on the 93 is a little different for the headlights so I must ask what year is yours?

Yes -I missed reading where you said that both are doing this at the same time. So I am with the relay answer above.

The retra relay is in the fuse box under the hood, the ground locations need checked a well and those I am unsure of the location.

The ka30. Some covers say retra in that same spot. Pull it out and make sure the contacts are clean. Also the 93 has some extra wiring and is ran a little different since that year you are able to put the lights up without turning them on. I sold my 93 about 15 years ago so can't go look at it. It's been a bit since I have had my bumper off but I think I recall some grounds tied together under the headlight going to the chassis but I could be mistaken. Check the relayband try to back track the headlight wiring looking for their ground.
