Water leaking onto driver's side floorboard

I have a big leak coming from somewhere in the upper corner of the dash. The only thing that I can think of that might be causing it is the hood hinge. Do the bolts protrude to the inside of the cabin? I can take a water hose and aim it for that area and it definitely starts leaking down onto the floorboard. The windshield doesn't leak and the sunroof drains are also good. But water is getting in from either the hood hinge or around the area at the corner of the cowl . Does the fender bolt onto the body anywhere that could cause a water leak? It looks like the hood hinges at the body have some sort of seam sealer around them. Is this correct?

Under the cowl there is another small plastic cowl fitted with butyl rope and clips. Check this.
